Western Caspian University

Ruslan Guliyev graduated from the Faculty of Business Administration of Western University in 1997.
He currently works as a department head at the State Committee for Work with the Diaspora.
On June 1, 2016, he was awarded the Medal "For Distinction in Civil Service" by the order of the President of the Republic of Azerbaijan.
