Panahli Mahira Ilgar gizi was born on March 23, 2000, in Baku. She received her secondary education at the Turkish Religious Foundation Baku Turkish High School from 2010 to 2017. She completed her bachelors degree in Psychology at the Faculty of Social Sciences and Psychology at Baku State University between 2017 and 2021 as part of the SABAH groups. She earned her masters degree in General Psychology from Istanbul Aydın University between 2021 and 2023. In 2022, she received Family Counseling training at Marmara University.

During her university years, she participated in various local and international training programs and conferences. From 2018 to 2023, she worked as a psychologist at Medina Medical Center, the Institute for Psychological Research, and the SABAH Center of Baku State University. In 2023–2024, she continued her professional activity at the Central Customs Hospital, and since 2024, she has been working as a psychologist at Medera Hospital and as a full-time lecturer at Western Caspian University.
